management4health (m4h) is a network of health professionals founded in 2013, meanwhile a rapidly growing consultancy firm in the international health development sector. Our areas of competency include Health Systems Development, Health Services, Healthcare Infrastructure and Digital Health Information & Research. Our key clients include the German Development Cooperation (KfW and GIZ), EIB, EBRD, EU, the World Bank, the Asian Development Bank, national Ministries, foundations as well as private clients. The projects we implement for our clients span across Asia, Africa, the Middle East and South/Eastern Europe.
m4h is currently seeking to expand its dynamic team in with a dynamic and experienced business development director. The successful candidate will play a key role in shaping m4h business development strategy, identifying new market growth areas and developing new business opportunities, fostering strategic partnerships, and supporting the growth and diversification of our portfolio. This position requires a deep understanding of the development cooperation market, excellent communication skills, and a proven successful track record in business development in a leadership position.
Responsibilities:
- Strategic Leadership in Business Development: Lead the business development unit and steer the business development process, from early-stage forecasting to bid submission, ensuring alignment with the company’s growth strategy.
- Market Intelligence & Opportunity Identification: Provide market intelligence based on solid market research, analyse strategic reports, and track early project announcements to identify emerging trends, opportunities, and related risks and rewards.
- Opportunity Positioning & Competitive Strategy: Drive early positioning efforts for strategic opportunities, ensuring a competitive edge in key markets.
- Partnership & Client Engagement: Develop and maintain strong relationships with existing and new clients, funding agencies, consortium partners, and other key stakeholders to foster collaboration and business growth.
- New Business Expansion: Identify and pursue new business opportunities, including service diversification, market entry strategies, and strategic partnerships.
- Bid & Proposal Management: Oversee the entire acquisition process, including bid planning, team coordination, until quality submissions, ensuring compliance with specific client requirements.
- Consortium & Expert Coordination: Lead the formation of consortia and partnerships, engage with partner firms, identify suitable experts, and negotiate terms and conditions
- Proposal Development & Quality Assurance: Oversee the development of technical and financial proposals, ensuring high-quality documentation, compliance with submission criteria, and timely delivery.
- Stakeholder Communication & Representation: Prepare and deliver compelling presentations to clients, financing institutions, beneficiaries and partners to showcase the company’s capabilities and expertise.
- Process Compliance & Optimization: Ensure the highest quality standards in all bidding documents, including formatting, linguistic accuracy, and adherence to submission deadlines set by funding organizations. Establish and enforce standardized business development processes to improve efficiency, ensure compliance with internal policies and external regulatory requirements, and enhance the success rate of bids and proposals.
- Reporting to Executive Management: Ensure regular reporting to the company’s Executive Management on business development performance, vis-à-vis set annual targets.
Qualifications:
- Education: Master’s degree in international development, business administration, international studies, or a related field.
- Professional Experience: Minimum of 10 years of relevant experience in business development and acquisitions, preferably in a leadership position in development cooperation.
- International Experience: Professional experience outside the candidate’s home country is strongly preferred.
- Public Tender Management: Proven expertise in managing the public tender pipelines, including forecasting, expressions of interest, and requests for proposals.
- Team Leadership & Cross-Cultural Management: Demonstrated experience leading international and intercultural teams of three or more professionals.
- Quality Management: Strong background in peer reviewing and quality assurance of proposals to maintain high submission standards.
- Process & System Improvement: Experience in enhancing business development templates, processes, and systems for greater efficiency.
- IT Proficiency: Hands-on experience with SharePoint and Microsoft Teams.
- Systems & Process Management: Proven ability to manage Customer Relationship Management (CRM) and Enterprise Resource Planning (ERP) systems for project oversight.
- Strategic Decision-Making: Expertise in conducting Go/No-Go assessments for tender opportunities.
- Sector Knowledge: Deep understanding of development cooperation principles, funding mechanisms, and requirements of various international financing institutions and development agencies.
- Funding Institutions: Extensive experience working with international financial institutions and familiarity with their procurement processes.
- Language Proficiency:
- Fluent business English (mandatory).
- Proficiency in German, French, or additional languages is an asset.

- Excellent communication, negotiation, and interpersonal skills.
- Strong organizational abilities, with the capacity to work independently and maintain accuracy under pressure.
